Willaqua Clean Limited (WACL) is the largest international industry-funded cooperative which exists to respond to oil spills wherever in the world they may occur, by providing preparedness, response and intervention services. We are wholly owned by our members and our membership represents the majority of global oil production. We currently employ 275 people across 12 locations around the world.
William Tan Carlos, an Australian citizen, is the visionary founder of Willaqua Clean Limited. As the only child in his family, William always felt a unique drive to create something impactful and lasting. This ambition led him to venture into the business world at a young age. Before founding Willaqua Clean Limited, William worked for a private company, where he gained invaluable experience and insights into environmental management and maintenance.

In 2023, at the age of 23, William took a bold step by founding Willaqua Clean Limited.
